UPDATE: Valve just posted on the Left 4 Dead developer blog for the first time in. Valve hasn't said anything on their official channels yet, but as far as I'm concerned, something is coming and it's extremely unlikely that Jaiz would throw his reputation in the trash for the sake of a prank. Valve News Network isn't always 100% right, but they have inside sources and a long track record of leaking correct information: Half-Life: Alyx was leaked, the canceled Left 4 Dead 3 was leaked, and many more. These servers are running an updated version of Left 4 Dead 2 not available to the public, and the map name is syntax for "campaign 14, map 1, lighthouse." To summarize, Valve has been hosting official private servers for months.

All of the happenings that have been going on on the official side of Left 4 Dead 2's servers - both on Steam and the community - have pointed towards work being done, and this teaser shows that work in some form. The Last Stand update for Left 4 Dead 2 will be released on September 24.
